Uttarakhand News: In a landmark move, the Uttarakhand state cabinet has approved the Uttarakhand Minority Educational Institutions Bill, 2025, for introduction in the upcoming monsoon assembly session in Gairsain. The legislation, once passed, will make Uttarakhand the first state in India to extend minority status in education to multiple communities while simultaneously establishing a structured framework for accountability and academic excellence.
Expanding Minority Status
Until now, only Muslim-run educational institutions in the state enjoyed formal recognition as minority institutions. With the new bill, this privilege will be extended to Sikh, Jain, Christian, Buddhist, and Parsi educational institutions, ensuring inclusivity and equality across religious communities.
Officials stated that the aim is not only to safeguard the constitutional rights of minorities but also to raise the standards of education by introducing uniform recognition and monitoring processes.
Establishment of Minority Education Authority
A key highlight of the bill is the creation of the Uttarakhand State Minority Education Authority, which will serve as the nodal body responsible for reviewing applications, granting recognition, and ensuring compliance with the guidelines of the Uttarakhand Board of School Education.
The authority will also work to ensure transparency in governance, fairness in student assessment, and accountability in the management of these institutions. “Once enacted, Uttarakhand will become the first state to legislate not only on granting minority status but also on ensuring academic excellence and accountability,” a senior official said.
Governance and Compliance
The legislation requires all minority-run institutions to obtain official recognition. Eligible institutions must be registered under the Society Act, Trust Act, or Company Act, and their properties and accounts must be maintained in the name of the institution itself.
This structured approach addresses long-standing issues of inconsistency and lack of uniformity in granting minority status. While preserving autonomy for minority institutions, the law empowers the state government to intervene when necessary, ensuring smooth functioning and protection of students’ interests.
