The meeting included detailed discussions on budget planning, the overall fiscal health of the state, capital expenditure priorities, digital financial reforms, treasury operations, and the pension system. Senior officials briefed the Chief Minister on ongoing financial initiatives and implementation challenges.

Focus on Fiscal Discipline and Transparency
CM Yogi Adityanath stressed the importance of fiscal discipline, transparency, and accountability in government spending. He directed officials to ensure that financial decisions align with the state’s long-term development goals and welfare commitments, while avoiding unnecessary delays in fund allocation.
Speeding Up Project Approvals
To improve administrative efficiency, the Chief Minister instructed that the financial approval process for development projects be made faster, simpler, and more transparent. A revised approval mechanism was announced to decentralise decision-making and empower departments:
- Projects up to ₹50 crore will be approved at the departmental minister level
- Projects up to ₹150 crore will require approval from the Finance Minister
- Projects exceeding ₹150 crore will be approved at the Chief Minister’s level
Boost to Capital Expenditure and Digital Reforms
The Chief Minister also highlighted the need to accelerate capital expenditure, particularly in infrastructure and public service delivery, to strengthen economic growth. He reviewed progress on digital financial reforms, stressing improved use of technology in treasury management, payments, and monitoring of government expenditure.
Efficient Treasury and Pension Management
CM Yogi Adityanath directed officials to ensure smooth functioning of the treasury system and timely disbursal of pensions, noting that delays directly affect employees and beneficiaries. He called for greater efficiency and grievance-free services through digital platforms.
The Chief Minister said that streamlined financial procedures and stronger monitoring would help ensure timely execution of projects, reduce administrative bottlenecks, and reinforce public trust in governance.
