Uttar Pradesh’s excise policy for 2025, driven under the leadership of Chief Minister Yogi Adityanath, has delivered a major boost to the state’s revenue system and positioned the state as a national leader in ethanol production. With rising industrial investments, expanding distilleries and growing market demand, the state economy is entering a new phase of manufacturing-led and rural-driven growth.

UP Records Highest-Ever Ethanol Production

Official data shows that Uttar Pradesh produced 182 crore litres of ethanol till November 2025—its highest output to date.
Excise Minister Nitin Agarwal said this achievement is the result of structural reforms, smoother industrial clearances and technology upgrades at distilleries and bottling units.

Of the total production:

  • 105.25 crore litres were sold within UP
  • 40.96 crore litres were supplied to other states

This makes Uttar Pradesh a dependable ethanol supply hub nationwide.

Rural Backbone Strengthens

Mukesh Singh, Vice-President of Assocham UP, noted that the ethanol boom is uplifting the entire rural supply chain.
Sugarcane and grain-based distilleries directly support thousands of farmers, offering them:

  • Steady markets for produce
  • Faster payments
  • Better price realisation

The growth is ensuring more stable incomes for farmers across the state.

UP Emerges as a Major Investment Magnet

Under the Invest UP programme, Excise Commissioner Dr. Adarsh Singh confirmed:

  • 125 agreements signed
  • Worth ₹30,735 crore in investment proposals
  • Land allotted for 43 ready-to-launch projects
  • Bringing ₹6,898.88 crore in immediate investments

The excise sector is witnessing one of its strongest expansion cycles.

Youth Employment Gets a Big Push

CM Yogi Adityanath’s excise reforms have not only attracted investment but also accelerated job creation.
The sector has generated over 25,000 direct and indirect jobs, according to Minister Nitin Agarwal.

New opportunities are being linked with industrial expansion to ensure that youth get better employment within the state instead of migrating.

Reforms Make UP a Business-Friendly Destination

To attract more industries, the government has introduced:

  • Concessions on land, electricity and multiple taxes
  • A streamlined e-licensing system
  • Support for bio-ethanol units aligned with India’s green energy goals
  • Incentives for MSMEs to modernise and scale operations

These measures are strengthening UP’s position as a leading state in ethanol production, rural development and industrial growth under CM Yogi Adityanath’s governance.
