The Union Home Ministry has ordered a CBI inquiry against Oxfam India for violating the FCRA law. Oxfam India continued to transfer foreign contributions to various institutions even after the Foreign Contribution (Regulation) Amendment Act, 2020 came into force.

This rule bans such transfers. This amendment came into force on September 29, 2020.

Oxfam violated FCRA provisions

The home ministry found that Oxfam India continued to send foreign contributions to various entities despite being registered under the Foreign Contribution (Regulation) Act (FCRA). This law prohibits the transfer of money in this way.

Sources said that during a 'survey' conducted by the Income Tax Department, several e-mails were found which showed that Oxfam India was trying to circumvent the provisions of FCRA by sending funds to other FCRA-registered organizations or through for-profit consultancy route. was reportedly planning.

He said the survey "exposed" Oxfam India as a potential instrument of foreign policy of foreign organizations or entities, which have generously funded the organization over the years.

Sources said that Oxfam India, registered for social activities, allegedly sent funds to the Center for Policy Research (CPR) through its associates and employees in the form of commission. He said that following these findings, the Ministry of Home Affairs recommended a CBI inquiry into the working of Oxfam India.

Registered to run Oxfam social activities

Oxfam India is registered to run social activities. Oxfam sends funds in the form of commission to the Center for Policy Research (CPR) through its partners/employees. This is also reflected in the TDS data of Oxfam India which shows a payment of Rs.12,71,188/- to CPR under section 194J in the financial year 2019-20.

Oxfam India received foreign contribution amounting to about Rs 1.50 crore, but Oxfam India received this amount directly in its FC utilization account instead of its FCRA account.
