The Union Ministry of Health and Family Welfare has issued a notification amending the Drugs Rules, 1945, making a doctor’s prescription mandatory for the purchase of all syrups, including cough syrups, across India. The new regulation came into effect following the publication of the Drugs (Fifth Amendment) Rules, 2026, in the Official Gazette.
Doctor’s Prescription Now Mandatory for Purchase of Syrups
According to the notification, the amendment removes the word “Syrups” from a category in Schedule K of the Drugs Rules that previously allowed certain medicines to be sold without the same level of prescription control. As a result, pharmacies will now be required to dispense syrups only upon presentation of a valid prescription issued by a registered medical practitioner.
The decision follows a draft notification released in December 2025, during which the government invited objections and suggestions from stakeholders and the public. After reviewing the feedback received and consulting the Drugs Technical Advisory Board, the Central Government finalized the amendment and brought the new rules into force.

Pharmacies and healthcare providers across the country will now need to comply with the revised rules. Consumers are advised to consult qualified doctors and obtain prescriptions before purchasing any syrup medication, including those commonly used for cough, cold, and related ailments.
