LTC Rules: LTC Guidelines Updated for Central Government Employees

LTC Rules: The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training (DoPT), has introduced revised guidelines for the Leave Travel Concession (LTC) scheme for Central Government employees. The latest rules, outlined in an Office Memorandum dated April 30, 2024, aim to streamline and clarify eligibility criteria and terms of LTC benefits.

Eligibility Criteria:

Under the new regulations, the following categories of Central Government employees are eligible for LTC:

  1. Civilian Government servants in the Defense Services concerning Civil Service matters.
  2. State government employees on deputation with the Central Government.
  3. Contract-based employees.
  4. Re-employed individuals after retirement.

Exclusions:

Conversely, the following groups are not entitled to LTC benefits:

  1. Government employees not in full-time employment.
  2. Individuals engaged in casual or daily employment.
  3. Recipients of payment solely from incidental expenses.
  4. Railway employees.
  5. Members of the armed forces.
  6. Locally recruited personnel in Indian missions abroad.
  7. Individuals eligible for other travel concessions during leave or otherwise.

Overview of the LTC Scheme:

The LTC scheme offers concessional travel services to Central Government employees, facilitating visits to their hometown or any destination within India during a four-year block period. Employees have the flexibility to choose between two options:

  1. Availing Home Town LTC twice in a two-year block.
  2. Visiting their home town once in two years and exploring any other location within India during the subsequent two-year block.

Additionally, the scheme allows employees the freedom to roam around the chosen destination, enhancing the travel experience.

These revised guidelines aim to provide clarity and structure to the LTC scheme, ensuring equitable access to travel benefits for eligible Central Government employees.
