LG orders FIR against Delhi Jal Board

Delhi Lieutenant Governor Vinay Kumar Saxena ordered an inquiry into allegations of scam involving a department of the Delhi government. The Lieutenant Governor has directed to register an FIR along with the investigation. According to the information from the office of the Lieutenant Governor, there has been a scam of Rs 20 crore in the Delhi Jal Board (DJB).

The Delhi government is accused that the bill amount of Rs 20 crore collected from consumers between 2012-2019 has not reached the account of Delhi Jal Board. According to the Lieutenant Governor’s office, in 2012, the Delhi Jal Board had entrusted the Corporation Bank with the responsibility of recovery of bills from the consumers. Corporation Bank gave this work to another private company which was a direct breach of contract.

In this process, for many years, the amount of water bill taken from consumers instead of going to the bank accounts of Delhi Jal Board kept going to the account of a private bank. The Delhi Jal Board extended the same contract with the bank for three years in 2012, again in 2016, 2017 and 2019. In this case, it has been told that in 2019, information about this manipulation was also received, but despite that, the Delhi Jal Board continued the contract with the bank.

According to sources related to the Lieutenant Governor’s office, many financial irregularities were committed between the year 2012-2019 and the money which was to be transferred from the bank account to the Delhi Jal Board account did not reach the Delhi Jal Board.

According to the rules of the contract, the bank collecting the bill amount from the consumers has to deposit this money in the account of Delhi Jal Board within 24 hours, but the Delhi Jal Board and bank officials also violated this rule.

It is also alleged that in the same way the amount of the bill which was received in cash from the consumers was deposited in the account of the Federal Bank and then it was sent to the account of third party private company and from there this money was sent to the Delhi Jal Board.

Now in this matter, the Lieutenant Governor has sought a report from the Chief Secretary within 15 days, after which action can be taken against the officials responsible on this matter.

Deputy Chief Minister of Delhi Jal Board Saurabh Bhardwaj said in this whole matter that Manish Sisodia, Deputy Chief Minister of Delhi and Chairman of Jal Board, had also asked to take strict action with the order to investigate the matter last week. Saurabh Bhardwaj said that Manish Sisodia has ordered the CEO of Jal Board to take strict action against the officials last week.
