But the surprising thing is that it is not being implemented properly.

Sources said that the Prime Minister told the secretaries in the meeting that they should act as team leaders instead of acting as secretaries of their departments. In fact, after the outbreak of the second wave of Corona, Prime Minister Modi is holding meetings with Union Ministers and top officials. In these meetings, PM Modi is also encouraging the bureaucrats and ministers to fill them with new energy. Sources said that this meeting of PM Modi with the secretaries of various departments was part of that exercise.

Sources said that some officials are feeling that this meeting with Prime Minister Narendra Modi may signal a reshuffle in the bureaucracy after the Council of Ministers. Significantly, in the second wave of Corona, PM Modi had frequent meetings with the Chief Ministers of the states and inspired them to keep fighting the epidemic.
