PM Modi will reply to debate on President speech only in Rajya Sabha

There has been an uproar from the road to Parliament over the agitation against the agricultural laws. In such a situation, everyone’s eyes are on PM Modi’s speech on the thanksgiving motion of the President’s address to the Parliament. But the manner in which the opposition’s performance in the Lok Sabha, the ruckus continues and is not ready to show softness, it seems that a new incident will be seen in the parliamentary history of India. Yes, it is believed that Prime Minister Narendra Modi can only address the Rajya Sabha on the motion of thanks of the President’s address. PM Modi will address the Rajya Sabha at 10.30 am on Monday.

However, this is not the first time that the Prime Minister will not participate in the Lok Sabha debate on the President’s address. This has happened twice before also. Prior to this, Prime Ministers have not participated in the debate on the President’s address in the lower house (Lok Sabha) only twice – 1999 and 2009. However, on both occasions the then Prime Minister- First Atal Bihari Vajpayee and second Manmohan Singh also did not address the Rajya Sabha.

At the same time, in the year 2009, Union Minister and Leader of Lok Sabha Pranab Mukherjee replied in both the houses. However, there are four such examples of Prime Ministers, where they do not address the Rajya Sabha, but only speak in the Lok Sabha. The proposal is yet to be approved in the Lok Sabha on the President’s speech. However, all efforts are being made by the government to end this impasse.

On Friday, Prime Minister Narendra Modi had to answer in the Lok Sabha, but the ruckus ended the proceedings for three consecutive days. In such a situation, now the Prime Minister is going to speak in the Rajya Sabha at 10.30 am on Monday and if he does, it will be the first time in the parliamentary history of India. However, it may also happen that the Prime Minister should not speak in Rajya Sabha and senior central ministers like Rajnath Singh should speak in Rajya Sabha instead.

A senior Congress and a Trinamool leader said that he can go out of the Rajya Sabha during the Prime Minister’s reply. Another opposition leader in the Rajya Sabha said that if the Prime Minister does not say anything on the issues of farmers then the protest and the uproar will return to the Rajya Sabha. A senior minister said that the dialogue with the opposition is not over yet and that is why we have delayed seeking the approval of the Lok Sabha for the proposal on the President’s speech. If there is an agreement, we can discuss the speech next week too.
