The instruction was given amid criticism for its choice to audit unrecognised madrassas in Uttar Pradesh.

In Uttar Pradesh, there are 873 community health centres, 2,934 primary health centres, and 167 district hospitals. The instruction was given at a time when the BJP-led administration is facing criticism for its choice to audit unrecognised madrassas in Uttar Pradesh. Danish Azad, the state minister for minority affairs in Uttar Pradesh, said that the state government would survey unrecognised madrassas to learn more about their staffing levels, educational programmes, whether they are housed in private or rented facilities, the number of students enrolled, and the availability of basic amenities like furniture, electricity, toilets, and drinking water. Ansari has insisted that the survey will be carried out in accordance with the demands of the National Commission for the Protection of Child Rights with regard to the provision of essential amenities to students in madrassas.
