The University Grants Commission (UGC) announced on Friday that degrees earned through distance learning or online learning from accredited institutions will be treated equally to degrees earned through traditional methods in an effort to give those who have earned their degrees in other ways a level playing field.

“Degrees at undergraduate and postgraduate level in conformity with UGC notification on Specification of Degrees, 2014 and, post-graduate diplomas awarded through Open and Distance learning or Online mode by Higher Educational Institutions, shall be treated as equivalent to the corresponding degrees and post-graduate diploma offered through conventional mode,” UGC Secretary Rajnish Jain said.

The notification further states, “This is for information to the general public, students, and other stakeholders.”

Earlier, UGC requested recommendations and feedback on draught changes it had produced for ODL and online programmes from a variety of stakeholders. An effort was made to ensure a straightforward ODL and online programme framework.

In accordance with Regulation 22 of the UGC (Open and Distance Learning Programs and Online Programs) Regulations, the decision has been made.

The National Assessment Accreditation Council (NAAC) and National Institutional Ranking Framework (NIRF) assessment ratings, which were formerly valid until 2020–21, were extended for three additional years under the proposed revisions. The ratings are now valid for the sessions 2021–2022, 2022–2033, and 2023–2044. After three academic years, the commission will review the ratings in accordance with the proposal.
