UP: Why are candidates alleging reservation scam in 69 thousand teacher recruitment?

Candidates alleging reservation scam in assistant teacher recruitment in Uttar Pradesh are on the road. In Lucknow, from the Chief Minister’s residence to the Basic Education Minister’s house, the candidates are demonstrating everyday. Let us know what is the demand of these candidates and why they are claiming scam in reservation on reserved seats of OBC-SC category.

When there was Akhilesh government in Uttar Pradesh, then 1 lakh 37 thousand Shikshamitras were accommodated as assistant teachers. After this the matter reached the Supreme Court and the adjustment was quashed. That is, the Shikshamitras who had been made assistant teachers by the Akhilesh government, they again became Shikshamitras.

After this, the Supreme Court ordered the Yogi government to recruit 1 lakh 37 thousand posts. The Yogi government said in the Supreme Court that we cannot fill so many posts together. Then the Supreme Court ordered to fill all the posts in two phases. After this order, Yogi government took out vacancies for 68500 posts in 2018.

The agitating candidates claim that in the first installment (68500 posts) of assistant teacher recruitment, more than 22 thousand posts were left vacant. However, during this recruitment, questions about reservation are not being raised. That is, the candidates say that the vacancy of 68500 teachers which was taken out is correct on the parameter of reservation.

Where did the controversy start?

Now let’s talk about recruitment of 69 thousand teachers. In the second installment of the recruitment of 1.37 lakh teachers, the government took out 69 thousand vacancies. The examination for this recruitment was held on 6 January 2019. The cut-off for unreserved for this recruitment was 67.11 per cent and for OBC was 66.73 per cent. So far about 68 thousand people have got jobs under this recruitment.

Now the question arises that where did the talk of the alleged reservation scam in 69 thousand recruitment come from? The biggest reason behind this is – Basic Education Rules 1981. The agitating candidates say that it is clear in this manual that if an OBC category candidate gets more than the cutoff of the unreserved category, then he will get a job in the unreserved category, not from the OBC quota. That is, it will not be counted in the purview of reservation.

From here the screw of recruitment of 69 thousand teachers gets entangled. In fact, the agitating candidates claim that in 69 thousand teacher recruitment, the OBC class got only 3.86% reservation instead of 27%, that is, the OBC class got only 2637 seats out of 18598 seats. While the government says that about 31 thousand OBC people have been appointed.

On this statement of the government, the candidates cited the Basic Education Rules-1981 and the Reservation Rules, 1994 and said that out of 31 thousand people who have been appointed from the OBC category, about 29 thousand were entitled to get seats from the unreserved quota. The protesting candidates say that we should not add 29 thousand OBC people in the purview of reservation.

Similarly, the candidates allege that out of 69 thousand teacher recruitment, the SC category also got only 16.6% reservation instead of 21%. Candidates claim that in the recruitment of 69 thousand teachers, there was a scam of about 19 thousand seats. He also went to court regarding this and complained to the National Backward Commission.

For many months, 69 thousand teacher recruitment candidates have been performing continuously in Lucknow. In such a situation, the government first denied the allegations of reservation scam, but recently issued a decree to recruit reserved category people in 6000 posts. Along with this, an advertisement for 17 thousand new recruitment has also been issued.

According to the government, the number of seats that were left vacant in 1.37 thousand vacancies. That is, in the two recruitments of 68500 and 69000, which were left vacant, 6 thousand will be given to the reserved category candidates and 17 thousand new vacancies will be taken out. Candidates are also opposing this move of the government. He says that there are about 29 thousand vacancies in both the recruitments.

Recently, the Minister of State (Independent Charge) for Basic Education, Dr. Satish Chandra Dwivedi had announced that about 6000 candidates of reserved category affected by the discrepancy in the process of reservation in 69000 assistant teacher recruitment will be recruited and in addition to this, new 17000 vacancies will be filled. Recruitment will take place.

Apart from this, the candidates say that the government has accepted the reservation scam of 6 thousand seats, only then they are recruiting people from the reserved category, but this scam is of 19 thousand seats, so we do not want these 6 thousand seats, Rather, the cut off of unreserved is below 67.11 for OBC with 27% (18598 seats) and SC category. The quota of 21% (14490 seats) should be fulfilled.

OBC category candidates clearly say that they do not want 6000 seats, but instead of 6000 seats, the government should give back all the seats that have happened in more than 19000 seats of reserved category, if they get their seats. If the seat is not given back, then the reserved category candidates will picketThe protest will go on continuously and he will not go back to his home till he gets justice.
