Delhi Pollution: GRAP-1 restrictions imposed as Delhi-NCR air quality dips

Construction and demolition activities must follow dust-control measures such as covering sites and using dust suppressants.

As Delhi-NCR’s air quality slipped into the ‘poor’ category this week, authorities have activated Stage I of the Graded Response Action Plan (GRAP) — an early warning system to combat winter air pollution. The move, announced by the Commission for Air Quality Management (CAQM), aims to prevent further deterioration as pollution levels typically spike during late October and November.

Under GRAP-I, agencies have been directed to increase mechanical road cleaning and water sprinkling, enforce a strict ban on open burning of waste, and promote public transport usage to minimize vehicular emissions. Construction and demolition activities must follow dust-control measures such as covering sites and using dust suppressants.

Officials have also advised residents to reduce outdoor activities during peak pollution hours, avoid using private vehicles unless necessary, and report violations through the Sameer mobile app. The Delhi Pollution Control Committee (DPCC) has been asked to closely monitor hotspots like Anand Vihar, Jahangirpuri, and RK Puram, where AQI levels tend to worsen first.

Meanwhile, environmental experts warn that stubble burning in Punjab and Haryana may further aggravate pollution levels if not curbed in time. “Early enforcement of GRAP is a welcome step, but the real impact will depend on how effectively states coordinate to control crop residue burning,” said a senior CAQM official.

Last year, similar measures were implemented in late October, but by then, the air quality had already plummeted to the ‘severe’ range. This year, the government hopes early action will delay or soften the pollution peak and protect public health.
