8th Pay Commission: Government Approves 8th CPC Terms Of Reference, OPS Excluded, Will Pensioners And Central Govt Employees Get Early Respite?

8th Pay Commission: The Union Government of India has finally approved the Terms of Reference (ToR) of the 8th Pay Commission.

The move will benefit more than 69 lakh pensioners and 5 lakh central government employees.

ToR Amendments Sought-8th Pay Commission

Employees’ bodies have demanded that the ToR of the 8th Pay Commission. They say that the 8th CPC has failed to satisfy the expectations of pensioners and employees. Moreover, the concept of old pension scheme (OPS) has been omitted. Also, more clarity is required on the revisions of pensions for existing pensioners. Employees’ bodies also urged the Union Government to immediately notify the Pay Commission’s implementation date.

The National Council (Staff Side) of the Joint Consultative Machinery (NC-JCM) that represents central government employees wrote a letter to the Indian PM Narendra Modi. The letter demanded PM’s immediate intervention for amending the ToR so it includes OPS restoration and remove the word “unfunded cost” in the ToR. The letter said pension is a constitutional right and not a “bounty.”

Employees have also demanded a thorough review of the NPS/UPS. They have also requested the Union Government to explicitly include pension revision in the terms of reference, saying it presently lacks clarity on issues such as pension parity, pensioners’ rights and pension revision.

The circular issued on Monday claimed the government that approximately 69 lakh pensioners have been excluded from the pay panel.

Soon, India’s Finance Minister Nirmala Sitharaman is likely to address these concerns during the Winter Session of the Parliament.
