A very good news is coming for the people of Jain community living in the country and abroad. The Center has constituted a committee in the case of Parasnath Sammed Shikharji, a pilgrimage center of Jainism located in Giridih district of Jharkhand. Two members from the Jain community and one member from the local tribal community will also be included in this committee formed by the Centre. The Center has also directed the state government to take action on the 2019 notification.
Along with this, instructions have also been given to ban the provisions of section 3 of the notification. The Center has said that tourism, eco-tourism activities should be banned immediately from the pilgrimage center of Jainism located in Giridih.
Apart from this, the Jharkhand government has also been asked to take necessary steps with immediate effect.
It has been said by the government that Sammed Shikharji mountain area is the most sacred and worshipable pilgrimage place of Jainism in the world. The Ministry acknowledges its sanctity and importance for the Jain community as well as the country as a whole and reiterates its commitment to maintain it.
Instructions for immediate ban on liquor, music at the holy place
The State Government is directed to take all necessary steps immediately to strictly implement the provisions of Clause 7.6.1 of the Management Plan of Parasnath Wildlife Sanctuary, which protects the entire Parasnath Mountains area, as per which Sale of alcohol, drugs and other intoxicants on the territory, playing loud music or using loudspeakers, sacred places of religious and cultural importance such as holy monuments, lakes, rocks, caves and temples, harmful flora or fauna, causing environmental pollution, forests, water bodies, plants, coming with pets and unauthorized camping and trekking are not allowed on Parasnath mountain area. In the context of Environment Yo0-14/2010-1995 dated 21.12.2022, the state government should strictly implement the ban on the sale and consumption of liquor and non-vegetarian food items in the Parasnath mountain region.
In the memorandum submitted by the Central Government to the State Government, it has been said that the Eco Sensitive Zone Notification issued on August 2, 2019, S.O. O. 2795(E), issued for the protection of a buffer zone beyond the sacred Parasnath mountain area, the implementation of the provisions of Clause 3 of the said Eco Sensitive Zone Notification is hereby stayed forthwith, wherein all other tourism and eco Includes tourism activities. The State Government is directed to take all necessary steps immediately to ensure this.
The central government constituted a monitoring committee
Apart from this, the Center has said in its instructions, “Under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, for effective monitoring of the provisions of this notification, the Central Government shall, under clause 5 of the said notification, Under this, a monitoring committee has been constituted. The State Government is directed to invite two members from the Jain community and one member from the local tribal community as permanent members in this committee so that the local communities are also involved in effective monitoring of the provisions of the said Eco-Sensitive Zone Notification. These directions are issued under the provisions of section 5 of the Environment (Protection) Act, 1986 with due approval of the competent authority.
