Delhi court summons Lalu Prasad, Rabri Devi in land-for-job scam

In connection with the alleged land-for-job scam, a Delhi court on Monday sent summonses to 14 other people, including former Bihar chief minister Rabri Devi, his wife, former railway minister Lalu Prasad, and 14 others.

The case involves alleged appointments made in the railroads in exchange for land parcels given to or purchased by Prasad’s family while he served as railway minister from 2004 to 2009.

The accused were ordered by special judge Geetanjali Goel to show up in court on March 15.

“A perusal of the charge sheet and the documents and material on record, prima facie, shows commission of offences under Section 120B (criminal conspiracy), read with sections 420 (cheating), 467 (forgery of valuable security, will, etc.), 468 (Forgery for purpose of cheating) and 471 (using forged document as genuine) of the IPC and various sections of the Prevention of Corruption Act. Accordingly, cognizance is taken of the said offences,” the judge said.

The judge noted that all of the accused people, with the exception of one who is now out on bail, had charge sheets filed against them without being arrested.

Bhola Yadav, who had served as Lalu Prasad’s officer on special duty (OSD) when the latter was the railway minister, was detained by the CBI in connection with the case in July 2022.

In addition, the final report listed Misa Bharti, a daughter of Prasad, Sowmya Raghavan, a former general manager of Central Railway, Kamal Deep Mainrai, seven individuals selected as stand-ins, and four private persons.

The charge sheet states that the case was filed as a result of a preliminary investigation against Lalu Prasad and others.

The FIR alleged that some individuals, despite being Patna, Bihar, residents, were appointed as substitutions in Group-D posts between 2004 and 2009 in various railway zones in Mumbai, Jabalpur, Kolkata, Jaipur, and Hajipur. In exchange, the individuals or their family members allegedly transferred their land in the names of Prasad’s relatives and a company named AK Infosystems Private Limited, which was subsequently procured by the farmers.
