The Delhi Commission for Women has sent an interim report to the President regarding the ongoing violent clashes in Manipur. They have said in the report that Manipur has been grappling with ethnic conflicts since May 2023, resulting in the loss of a large number of lives, the destruction of many homes, cultural sites and religious places, and the displacement of countless families. For this reason President's rule should be imposed in the state.
Swati Maliwal had visited Manipur
Swati Maliwal, chairperson of the Delhi Commission for Women, along with her colleague Vandana Singh, had visited violence-affected areas including Churachandpur, Moirang, Kongpokpi and Imphal districts on July 23 after a viral video showing sexual violence against women surfaced. Interacted with the affected people. During this, she had also met the Governor of the state.
Demanded imposition of President's rule in Manipur
They have made 24 interim recommendations to the President, which include imposition of President's Rule in the state, resignation of the Chief Minister and an immediate visit of the Prime Minister and Union ministers to assess the situation and chalk out a comprehensive strategy to bring peace to the state. The commission has also requested the establishment of a Supreme Court-monitored special investigation team to investigate the root causes of the ethnic conflict and the government's actions and lapses in managing the crisis. She said that this inquiry should look into the looting of more than 4000 sophisticated weapons from the Dal police forces, and the complaints received against police inaction and complicity in the last three months.
CBI should investigate the matter
They have also demanded two separate SITs headed by retired Supreme Court judges, one to oversee the investigation of all cases of murder, missing persons etc. and the other exclusively to look into sexual assault cases. Further, the commission has recommended that all cases of sexual violence should be handed over to the CBI and the trial should be held outside the state, preferably in a fast track court in Delhi.
