Jammu: A directive was issued by the Deputy Commissioner of Jammu on Tuesday allowing all tehsildars (tax officers) to issue certificates of residency to anyone who has been in the district for more than a year. According to the directive, the choice was made to ensure that no eligible voter would be left out of the ongoing special summary review of electoral rolls.

After Article 370 was repealed in 2019, this is the first election revision to take place.

Any document, including an Aadhar Card, a water, electricity, or gas connection, a passport, bank passbooks, registered land titles, etc., may be used as proof of residency, per the ruling.

Political parties rejected the edict, and it was met with opposition.

The Jammu and Kashmir National Conference (JKNC), in response to the directive, expressed opposition to the government's action on Twitter. The BJP is "frightened of the polls and knows it will lose heavily," it was further stated.

The problem first came to light in August when Hirdesh Kumar, who was then the chief election officer, predicted that following the special summary revision of electoral lists, Jammu and Kashmir would likely gain over 25 lakh extra voters, including outsiders.

With the exception of the BJP, almost all political parties protested in the streets against the inclusion of non-native voters.

The administration later clarified, however, that "this revision of the electoral records would cover current inhabitants of the Union Territory of Jammu and Kashmir and the rise in numbers will be of the voters who have attained the age of 18 as of October 1, 2022, or earlier."
