The University Law Amendment Bill has been passed in the Kerala Assembly on Tuesday. This bill is important because under this the governor can be removed from the post of university chancellor in Kerala. Now this bill will be sent to the governor for approval.

The opposition demanded that a committee should be set up to appoint the chancellor, consisting of the chief minister, the leader of the opposition and the chief justice of the high court. The government partially accepted the demand. Law Minister P Rajeev said the committee would have the chief minister, the leader of the opposition and the chairman. The opposition also accepted it.

Kerala Governor Arif Mohammad Khan had given a statement in this matter last month that I will not decide anything regarding this ordinance. If the state government is trying to target me, then I will send that ordinance to the President.

Actually the media had asked him whether the governor would sign the ordinance? On this, Arif Mohammad Khan had said that a decision will be taken only after considering it. I personally have not received the ordinance yet. If I am on target, I don't want to be the judge.

Eminent educationist will be appointed

Under the University Laws (Amendment) Bill, an eminent educationist will be appointed in his place by removing him from the post of chancellor of universities. In the Bill, a provision has been made for the post of Vice-Chancellor for a tenure of five years.

According to the bill, the government can appoint an academician or an eminent person from various fields including agriculture and veterinary science, technology, medicine, social science, humanities, literature, art, culture, law or public administration as the vice-chancellor of the university.

Will have to face legal challenges

Legislators of the opposition alliance UDF raised some objections saying that if this bill is passed, it will have to face legal challenges.

Leader of Opposition in the Assembly V.D. Satishan said that the bill has been prepared in a hurry. He alleged, “There is no mention of age limit and minimum educational qualification for the Vice Chancellor in the bill. This means that the government can make anyone sit on this top post as per its wish. This will destroy the autonomy of the university and it will remain just a government department.''
