A terror attack in Pahalgam in Jammu & Kashmir that left 26 civilians dead on April 22 was not an operation. Still, part of a carefully planned Pakistani attack, the Times of India reported recently. Based on quotes by India's top sources in the security establishment, the report confirms that the attack was planned by the Inter-Services Intelligence (ISI) of Pakistan and provided by Lashkar-e-Taiba (LeT) on direct orders of the Pakistani political and military leadership.

This disclosure is a drastic expansion of already mounting inquiries relating to cross-border terrorism and indicates an apocalyptic magnitude of involvement of the state in violent insurgency.

A Pre-Planned Strike with Institutional Backing

As officials were quoted by the Times of India, the Pahalgam attack was a closely kept operation that had the participation of Pakistani nationals only. Intelligence authorities have pinpointed that the raiders were a well-educated group who wielded advanced weapons, and they also entered the country with logistical support to show that they had a top-level green signal in Islamabad.

It is also mentioned in the report that ISI collaborated with LeT workers in Pakistan to chalk out the hit and gave instructions and updates in real time as the attack was being carried out. This marriage between the state machinery and terror groups means that the boundary between the official establishment of Pakistan and the radical groups has not only been muddled, but it has also been active.

India’s Strategic Response and Global Messaging

India is once again advocating foreign responsibility and heightened border security following the assault. The security forces have been increasing their operations in all parts of Jammu & Kashmir, especially along the infiltration borders and the communication points taken by terror modules.

This report is expected to be used by the Ministry of External Affairs to brief world allies and institutions in revealing to them the role of Pakistan in sponsoring terror against civilians in India. Indian authorities feel that it is not only the necessity but also the urgency of forcing Pakistan at the international forums to adopt a pure tag of naming and shaming.
