Union Cabinet approves Mission Karmayogi aim to build a future ready civil service in country

The Union Cabinet on Wednesday approved Mission Karmayogi, a skill development scheme for civil servants. The Narendra Modi government aims to build a future-ready civil service in the country through its Mission Karmayogi scheme.

The programme would especially benefit civil servants- IAS, IPS, IFS, IRS officers of India. 

Prime Minister Narendra Modi took to his twitter handle to express his views on the new programme. He said, "National Program for Civil Services Capacity Building approved in today’s cabinet will radically improve the Human Resource management practices in the Government. It will use scale & state of the art infrastructure to augment the capacity of Civil Servants." 

The key highlights of the programme are: 

Prescribe annual capacity building plan for all departments and services.

Monitor the implementation of the capacity building plan.

Massive capacity building initiative to ensure efficient service delivery.

Promotes technology-driven learning pedagogy.

Strengthen common foundations and remove departmental silos.

Set a benchmark for learning in public servants.

The democratization of learning to cover all categories.

While giving a brief presentation on Mission Karmayogi, C Chandramouli, secretary, Department of Personnel and Training said, "A Capacity Building Commission will be set up which will harmonise training standards, create shared faculty and resources and will have a supervisory role over all training institutions so that there's a common understanding of India's aspirations and development goals."

To cover around 46 lakh, central employees, a sum of Rs 510.86 crore will be spent over five years from 2020-21 to 2024-25 under Mission Karmayogi or the National Programme for Civil Services Capacity Building (NPCSCB).

According to the statement A council, comprising select union ministers, chief ministers, eminent public HR practitioners among others and headed by the prime minister, will serve as the apex body for providing strategic direction, while a Capacity Building Commission is also proposed to be set up.
