Starting August 1, 2025, two-wheeler riders in Bhopal will not be allowed to purchase petrol or CNG at any fuel station if they are not wearing a helmet. The order was issued by Bhopal District Collector and Magistrate Kaushlendra Vikram Singh, under Section 163 of the Indian Civil Protection Code, 2023.
Helmet, No Petrol: Rule to Be Enforced in Bhopal from August 1
The decision comes in light of the rising number of road accidents involving two-wheeler riders in the district and the significant loss of life and injury caused due to the non-use of helmets. The administration, citing past accident data and public safety concerns, has moved to implement stricter preventive measures.
As per the order, fuel station operators—both petrol and CNG—have been directed not to provide fuel to any two-wheeler rider who is not wearing an ISI-marked helmet. The move is aimed at enforcing helmet compliance across Bhopal district, in accordance with Section 129 of the Motor Vehicles Act, 1988, which mandates helmet use for both rider and pillion.

The collector noted that helmetless riding poses a serious threat not only to the rider but also to public safety. The order aims to reduce fatalities and injuries that could otherwise be prevented with basic road safety practices.
The directive will remain in effect from August 1 to September 29, 2025, and applies to the entire revenue jurisdiction of Bhopal district. However, exceptions have been made for medical emergencies and accidental situations.
Given the public nature of the order, and its addressal to all fuel station operators and residents of the district, individual notice has not been issued. Citizens can, however, file objections or applications regarding the order under Section 163(5) of the Indian Civil Protection Code, 2023, before the District Magistrate’s Court.
Any violation of the directive will invite legal action under Section 223 of the Indian Judicial Code, 2023.
