The Jharkhand government, under Chief Minister Hemant Soren, is implementing the Birsa Awas Nirman Yojana to support economically weaker families belonging to Scheduled Tribes (ST) with access to durable housing.

The scheme has been launched by the Department of Scheduled Tribe, Scheduled Caste, Minority & Backward Class Welfare, Government of Jharkhand. It focuses on timely construction of houses, regular monitoring and quality management during the construction process.
Financial Assistance to Be Released in Three Instalments
Under the Birsa Awas Nirman Yojana, eligible beneficiaries receive financial assistance for construction of their houses. The assistance is disbursed in three instalments, linked to different stages of construction.
The instalment-based system is intended to support beneficiaries throughout the construction process while allowing authorities to monitor progress and ensure that construction milestones are completed on time.
Incentive for Panchayat Volunteers and SHGs
The scheme also includes an incentive mechanism for those involved in monitoring construction activities at the local level. Panchayat Volunteers or Self-Help Groups (SHGs) overseeing construction milestones are provided an additional ₹500 per housing unit.
This provision is aimed at encouraging local-level participation in monitoring construction progress and supporting better implementation of the housing programme.
Focus on Quality and Timely Construction
The Birsa Awas Nirman Yojana places emphasis not only on providing financial assistance but also on quality management and timely completion of houses.
Through monitoring mechanisms and community-level involvement, the Jharkhand government aims to ensure that the benefits of the housing scheme reach eligible ST beneficiaries and that construction progresses according to the prescribed milestones.
