Cause of the delay

According to party sources, discussions around the allocation of portfolios between upper and lower Himachal Pradesh are one cause of the delay. The most people from Shimla are vying for cabinet positions.

The BJP criticised the Congress government in the recently finished Vidhan Sabha session, alleging that the ruling party lacked a vision and questioning its leadership for failing to announce a functioning cabinet even weeks after the announcement of the election results.
