Mojan Yadav: In a major push to strengthen India’s manufacturing sector, the Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the ‘Bharat Industrial Development Scheme’ (BHAVYA) with an outlay of ₹33,660 crore.
The announcement was highlighted by Madhya Pradesh Chief Minister Mohan Yadav, who termed the decision as a significant step towards achieving the vision of a ‘Viksit Bharat’.
Mohan Yadav: 100 Plug-and-Play Industrial Parks to be Developed
Under the BHAVYA scheme, 100 plug-and-play industrial parks will be developed across the country. These parks are aimed at providing ready-to-use infrastructure for industries, enabling faster project execution and reducing delays caused by approvals and land acquisition.
Each industrial park will span between 100 to 1,000 acres, creating large-scale manufacturing hubs with modern facilities.

Financial Support and Implementation Model
The scheme provides financial assistance of up to ₹1 crore per acre for the development of industrial parks. Additionally, up to 25% of the project cost will be supported for external infrastructure such as connectivity and logistics.
BHAVYA will be implemented under the National Industrial Corridor Development Programme in collaboration with state governments and the private sector, ensuring a coordinated and investment-friendly approach.
Focus on Ease of Doing Business
A key highlight of the scheme is its emphasis on deregulation and improving the ease of doing business. The government plans to introduce simplified approval processes and a single-window clearance system to attract investors.
The plug-and-play model ensures that land, clearances, and basic infrastructure are pre-approved and ready, allowing industries to begin operations without procedural delays.
Comprehensive Infrastructure Development
The industrial parks will include both core and social infrastructure to support industrial ecosystems. Facilities such as roads, electricity, water supply, factory sheds, laboratories, warehouses, and worker housing will be developed within these parks.
This integrated approach is expected to create self-sustaining industrial zones and improve productivity.
Selection Through Challenge Mode
Projects under the BHAVYA scheme will be selected through a “challenge mode” process, ensuring that only high-quality, investment-ready proposals are approved. This competitive mechanism aims to enhance efficiency and attract credible developers.

The scheme is expected to significantly enhance India’s manufacturing capacity, attract domestic and global investments, and generate employment opportunities.
