AAP Versus Governor Over Trust Vote In Punjab

In Punjab, there is a tussle between the government and the governor over the convening of a special session of the Vidhan Sabha on AAP Versus Governor Over Trust Vote In Punjab Governor Banwari Lal Purohit has asked for information on convening the assembly session, what will happen in the proposed assembly session on September 27?

Chief Minister Bhagwant Mann has expressed displeasure over this. Earlier, the governor has canceled the assembly session to be held on September 22.

Angered by this attitude of the Punjab Governor, Chief Minister Bhagwant Mann tweeted, ‘Governor’s permission is only a formality before the assembly session. In 75 years, no President or Governor has asked for a list of Legislative Business before convening the session. The Legislative Business is decided by the Business Advisory Committee (BAC) and the Speaker. After this, the governor will also ask to approve all the speeches. This is too much’.

At the same time, AAP’s Rajya Sabha MP Raghav Chadha tweeted, “Whether it is inflation or the ‘luxurious life of Bollywood wives’ – legislative business is the exclusive domain of the Working Advisory Committee and the chairman, not the governor.

Governor Purohit on Saturday hit back said CM legal advisors were not adequately briefing him.

“After reading your statements in today’s newspapers, it appears to me that perhaps you are ‘too much’ angry with me,” he wrote in a letter to Mr Mann. He further said, “I think your legal advisors are not briefing you adequately. Perhaps, your opinion about me will definitely change after reading the provisions of Article 167 and 168 of the Constitution, which I’m quoting for your ready reference.” While Article 167 defines a Chief Minister’s duties towards the Governor, Article 168 speaks about the composition of the state legislature.

As per media reports AAP government has said that the proposed session of September 27 — cleared by the cabinet yesterday — will be used to discuss stubble burning and power sector issues.

State finance minister Harpal Singh Cheema didn’t clarify over confidence motion.

“We will put everything in the business advisory committee, which is a meeting held before the session commences and then we will see,” he told reporters.
