Punjab today is witnessing a model of governance that has permanently removed a major financial burden from the lives of common people. The ‘Zero Electricity Bill’ guarantee implemented by the Punjab government led by Bhagwant Mann has proven to be not just an election promise, but a revolutionary step. This is the guarantee that has truly illuminated the homes of lakhs of families in the state. Leaving behind the hollow promises of previous governments and the era of expensive electricity, the current government has proven that if policy and intention are clear, providing direct relief to the public is not impossible.
The biggest proof of this scheme’s success is that today 90 percent (90%) of Punjab’s families are benefiting from the ‘Zero Electricity Bill’. This is not a small figure, but direct relief given to a vast population of the state. In just one billing cycle of *August-September 2025, the electricity bills of *7,387,460 families came to zero. This unprecedented achievement shows that this welfare scheme of the government is reaching every section of society, giving people direct savings of ₹1500 to ₹2000 every month, which they are using for their children’s education and other family needs.
The figures tell the story of this historic success themselves. Since this scheme was implemented in July 2022 until October 31, 2025, the Punjab government has issued a total of 113,943,344 (that is, approximately *11.40 crore) ‘Zero Electricity Bills’. Along with this, a total of *134,632,343 (more than 13.46 crore) consumers have benefited from subsidized electricity. This huge number is a sharp blow to the failures of previous governments, who completely failed to provide such basic relief to the public for decades.
Today, when 90% of Punjabis are getting zero bills, the question naturally arises – why couldn’t previous governments do this? The truth is that they had neither the political will nor the vision to make public-friendly policies. For them, the public was just a ‘vote bank’, who were given lollipops during elections. Previous governments, busy looting Punjab’s treasury and serving their personal interests, never seriously tried to reduce the burden of common people’s electricity bills. Their priority was not Punjab, but pleasing their political masters.
This step of the current government is an important pillar of the ‘Roshaan Punjab’ mission. This mission is not limited to just illuminating homes, but is also strengthening Punjab’s backbone, that is, the ‘Annadata’ (food provider). The government is ensuring that 13.50 lakh (thirteen and a half lakh) farmers of Punjab continue to get free electricity for farming. This step reduces farmers’ input costs, helps increase their income, and ensures the country’s food security by strengthening Punjab’s agriculture sector. This is exactly opposite to the anti-farmer attitude of previous governments.
This is not a one-time relief, but the result of a strong policy of the government, which is reaching people consistently every year. Looking at the figures: In *financial year 2023-24, a total of *35,959,088 (approximately 3.60 crore) ‘Zero Bills’ were issued. In financial year 2024-25 also this continued and 34,577,832 (approximately 3.46 crore) ‘Zero Bills’ were given. This continuity proves that the government not only has vision, but also has strong financial management to implement it on the ground.
This scheme is not just ‘free’, but a ‘smart’ and well-thought-out policy. On consumption up to 600 units, the bill comes “zero”, which means consumers don’t have to pay not only for the electricity price, but also for fixed charges, meter rent or any other tax. Besides, there is also a “safety net” for weaker sections of society (SC/BC/BPL) – if their consumption exceeds 600 units, they only have to pay for the extra units. This shows that the government has taken care of every aspect.
These figures – *11.40 crore ‘Zero Bills’, **90% homes getting relief, *73.87 lakh families and 13.50 lakh farmers – make it clear that a new era of governance has begun in Punjab. This is the ‘Punjab Model’, which is based not on hollow promises, but on solid ‘guarantees’. The Bhagwant Mann government has taken Punjab out of the dark misgovernance of previous governments and put it on the path of ‘Roshaan Punjab’, where every common citizen is feeling empowered and respected.
