After the decision of the Supreme Court, now the budget session of Punjab will be held on March 3 only. Punjab Chief Minister Bhagwant Mann on Wednesday thanked the Supreme Court for the “historic” verdict and “saving the existence of democracy”. He said that the upcoming state assembly session will now go on without any hindrance.
Punjab CM thanks Supreme Court for ‘historic’ decision
The Punjab government had approached the top court after accusing the governor of not responding to the cabinet’s decision to convene the budget session of the assembly. Mann tweeted in Punjabi, “Thank you for the historic decision of the Supreme Court to save the existence of democracy in Punjab… Now the ‘Assembly Session’ of the voice of three crore Punjabis will go on without any hindrance.”
The apex court also told both the parties that the constitutional debate should be conducted with decorum and mature statesmanship. Emphasizing that the Governor and the Chief Minister are constitutional functionaries with roles and responsibilities specified by the Constitution, the apex court on Tuesday said that there was dereliction of constitutional duty by the two.
The constitutional crisis over Punjab Governor Banwarilal Purohit’s refusal to convene the budget session of the assembly from March 3 deepened on Tuesday with the Supreme Court saying the governor was bound to accept the advice of the state cabinet on the issue.
Hearing the Punjab government’s plea against the Governor’s refusal to convene the budget session, the bench cited constitution bench rulings to hold that the Governor’s power to summon the Assembly under Article 174 of the Constitution is exercised with the aid and advice of the Council of Ministers.
