Punjab Governor Approves Ordinance to Regulate Private School Fee Hikes, Says CM Bhagwant Mann

Punjab Chief Minister Bhagwant Mann has announced that the Governor of Punjab has approved “The Punjab Regulation of Fee of Unaided Education Institutions (Amendment) Ordinance, 2026,” a move aimed at regulating fee hikes in private schools across the state.

Sharing the update on social media, the Chief Minister thanked the Governor for approving what he described as a major decision in the interest of students and parents. According to Mann, the ordinance seeks to curb arbitrary fee increases by private educational institutions.

The Chief Minister stated that, under the newly approved ordinance, private unaided schools will not be allowed to increase their fees by more than 5% without following the prescribed regulations. He said the measure is intended to reduce the financial burden on families and ensure greater transparency in school fee structures.

The ordinance is expected to provide a legal framework

An official communication from the Governor’s Secretariat, dated July 10, 2026, confirms that the ordinance was signed by the Governor on July 9, 2026, and forwarded to the Punjab Government’s Department of School Education for necessary action.

Bhagwant Mann reiterated that his government is committed to ensuring that education remains a public service rather than a commercial enterprise. He said the state government will continue to introduce reforms aimed at protecting the interests of students, parents, and the education sector.

The ordinance is expected to provide a legal framework for regulating fee revisions in private unaided educational institutions across Punjab. Further details regarding its implementation and enforcement are likely to be issued by the School Education Department in the coming days.
