Governor Kalraj Mishra has returned with objections the bills related to three private universities passed in the seventh session of the 15th Legislative Assembly. In pursuance of Article 200 of the Constitution and its proviso, the Governor has returned these Bills of proposed Private Universities due to non-completion of the process under the prescribed rules. Of the bills returned by Governor Kalraj Mishra, two pertain to universities related to Jodhpur, the home district of Chief Minister Ashok Gehlot, while the third is related to Karauli district.
Raj Bhavan has returned the bills related to three private universities passed by the Legislative Assembly with objections. On the withdrawal of these Bills, the Governor said that it is clear from looking at their files that the rules have been ignored. The private universities proposed in this are being established without following the prescribed rules of land and buildings.

He has said that there seems to be a direct loss to the state’s revenue as well. The Governor has also objected to the courses being run without land conversion and buildings. Bills of three private universities, which have been returned by the governor, include Dunes University, Jodhpur, Vyas Vidyapeeth University, Jodhpur and Saurabh University, Hindaun City, Karauli.

Governor Kalraj Mishra has also written a separate letter to Chief Minister Ashok Gehlot regarding the returned bills. In this, it has been mentioned that the proposed private universities have not completed the process of building and land and conducting courses under the prescribed rules. In which the observation of the files regarding the bills shows that the private universities being established in the state are not in accordance with the rules and guidelines issued from time to time. He has also given instructions to conduct a detailed inquiry into the shortcomings of private universities by constituting a high-level committee of divisional and revenue officers.
The government should make a comprehensive policy in this regard
Returning the bill, the governor has clearly said in the letter that the government should take action by formulating a comprehensive policy after extensive discussions regarding the establishment of private universities. He has given instructions to take action to establish the proposed universities in the interest of the state only after getting high level revenue officials and judicial inquiry done. So that the students here can get maximum employment opportunities with quality education and there is no loss of revenue of the state.
