The Mines Department has introduced an Amnesty Scheme for waiving interest on outstanding dues to streamline revenue collection and ensure effective implementation. To oversee its execution, Zonal Additional Directors of Mines have been appointed as nodal officers, as announced by Principal Secretary of Mines and Petroleum, Mr. T. Ravikant.

Zonal Committees for Implementation

A zonal committee, chaired by the Additional Director of Mines, has been constituted. This committee includes superintending mining engineers, assistant mining engineers, and representatives from mining leaseholder organizations. Significantly, mining leaseholders’ association officials are also participating to ensure transparency and cooperation.

Workshops will be conducted to disseminate detailed information about the scheme, and individual coordination will be established with defaulters to facilitate smooth recovery of dues.

Objective and Benefits of the Amnesty Scheme

Chief Minister and Mines Minister Mr. Bhajan Lal Sharma emphasized that the scheme aims to recover pending state revenues while saving time and resources spent on recovery efforts. This will allow human resources to focus on productive activities.

The scheme covers outstanding dues related to mining leases, quarry licenses, temporary sand permits, fixed rent, additional rent, penalties, RCC and ERCC contracts, permits, STPs, and construction department contracts up to March 31, 2023.

The scheme will remain effective until March 31, 2025, and offers up to 90% relief on the principal amount based on the pending period. Full benefits will be available only if the specified amount is deposited within the scheme's validity.

Director of Mines, Mr. Bhagwati Prasad Kalal, stated that approximately 2,900 cases are expected to benefit from the scheme. With Zonal Additional Directors of Mines as nodal officers, the implementation and monitoring are expected to become more efficient and result-oriented.

This initiative reflects the department's commitment to fostering a fair and productive framework for managing mining-related revenue.
