Following record pilgrim turnout and reports of overcrowding during the ongoing Char Dham Yatra, the Uttarakhand government is preparing a new Standard Operating Procedure (SOP) aimed at improving crowd management, safety, and overall pilgrimage arrangements.

Chief Minister Pushkar Singh Dhami has directed officials to formulate a detailed and comprehensive SOP for the pilgrimage season after concerns emerged regarding congestion and logistical challenges, particularly in Kedarnath.

Under the proposed framework, devotees will be allowed to proceed for darshan based on the carrying capacity of each shrine. Authorities plan to regulate the flow of pilgrims to prevent overcrowding and ensure safer movement in the pilgrimage zones.
According to officials, when the number of visitors exceeds the prescribed capacity, pilgrims may be temporarily accommodated in designated holding areas and allowed to proceed in a phased manner. The measure is intended to reduce pressure on temple premises and improve crowd control.

In addition, authorities are working on improving information dissemination systems so that pilgrims receive timely updates regarding weather conditions, route status, crowd levels, and travel advisories. Enhanced communication mechanisms are expected to help visitors plan their journeys more effectively.
The proposed SOP will also cover passenger amenities, emergency response measures, healthcare facilities, and the movement of goods-carrying vehicles that supply essential items to the pilgrimage routes and shrine areas.
Officials said the objective is to ensure a safer, smoother, and better-organized pilgrimage experience while maintaining the sanctity of the Char Dham Yatra. The new guidelines are expected to be implemented to manage the increasing number of devotees visiting Uttarakhand’s revered shrines each year.
The move comes as the state government seeks to balance growing pilgrimage tourism with safety, infrastructure capacity, and efficient crowd management at some of the country’s most important religious destinations.
