n a major move aimed at accelerating economic progress in Uttarakhand, the state government has approved the formation of a Strategic Advisory Committee on Innovation and Effective Implementation, with Chief Minister Pushkar Singh Dhami as its chairman. The committee is expected to lay a robust foundation for comprehensive development through sectoral reforms and innovative planning.
Governor Grants Formal Approval for the 7-Member Committee
According to an official order (No. 268/XXVI/5/2025) issued by the Planning Department, Governor of Uttarakhand has given his nod to the creation of this high-level body. The committee is designed to foster innovation, improve execution, and promote inclusive growth across key sectors like industry, agriculture, horticulture, tourism, health, and education.
The committee will consist of the following members:
CM Pushkar Singh Dhami – Chairman
Chief Secretary of Uttarakhand – Ex-officio Member
Principal Secretary, Planning – Ex-officio Member
Indu Kumar Pandey, IAS (Retd) – Member
Dr. Rakesh Kumar, IAS (Re-employed) – Member
Manu Gaud, Social Worker – Member
CEO, Setu Commission – Member Secretary (Ex-officio)
Scope and Tenure of the Committee
The committee will be empowered to co-opt up to three additional members, subject to CM’s approval.
Special invitees, including Additional Chief Secretaries, Heads of Departments, or subject experts, may participate in meetings as per requirement.
The initial tenure of the committee will be three years, extendable by two more years with CM’s approval.
Focus Areas: Skilled Workforce, Infrastructure & Demand Expansion
The committee’s vision aligns with the government’s broader goals of:
Increasing labor participation in the economy
Promoting savings and investments
Expanding domestic demand
Ensuring sector-wise innovation and infrastructure development
A special emphasis will be laid on the availability of skilled manpower, high-quality infrastructure, and technology-driven solutions to overcome growth bottlenecks.
Honorarium and Travel Allowance for Members
Members currently in government service will not receive any additional remuneration.
Other members will receive ₹25,000 per meeting as honorarium.
Travel and daily allowances will be provided as per state government norms applicable to secretarial level officers.
