Uttar Pradesh Chief Minister Yogi Adityanath has given instructions to take all necessary steps to establish the prisons of the state as reform homes.
While giving instructions, CM Yogi said on Thursday that maximum use of technology should be made to bring transparency in prison administration. A spokesperson of the state government said here that Adityanath, while reviewing the condition of the prisons in a high-level meeting, gave important guidelines towards prison reform.
CM Yogi said, 'We have to set up prisons as reform homes. Every necessary step should be taken for this. The Chief Minister said, 'At present, the Jail Act 1894 and the Prisoners Act 1900 are effective in relation to jails and prisoners lodged in them. Both these laws are from before independence. Many of its provisions are not compatible with the changing environment and the reformative ideology of rehabilitation of prisoners.'
The purpose of the Prisons Act is to keep the criminals in jail in a disciplined manner, but we have to focus on reformation and rehabilitation. In such a situation, keeping the future in view, we need to implement new Acts.
Get high-security barracks ready
The Chief Minister said that arrangements like security assessment of prisoners, grievance redressal, Prison Development Board, change in behavior towards prisoners and provision of separate accommodation for women prisoners and transgender etc. should be implemented in jails. He said that high-security barracks should be prepared for prisoners who pose a big threat to the country and society like habitual criminals and terrorists and high standards should be strictly followed for their security.
CM Yogi Adityanath said, 'The state cabinet has approved the new jail manual in the past. This is an important effort towards prison reforms. We have to make concerted efforts to establish prisons as better centers of reform. Establishment of open jail can prove useful in this direction. Presently a semi open jail is operating in Lucknow. Prepare a duly proposal for the establishment of an open jail.'
Emphasizing on the maximum use of technology to bring transparency in the prison administration, he said that at present entry/exit of prisoners in the prisons of the state are being done through e-prison. Prisoners Information Management System (Prisoner Information Management System), Visitor Management System (Visitor Management System), E-custody Certificate, Police Intelligence System is applicable. More than 4200 CCTV cameras are installed in the jails of the state, which are constantly monitored through videowalls installed in the headquarters, on which alerts are also received. It is also getting good results. The Chief Minister also ordered that the provision of strictest punishment should be implemented for the use of banned things like mobile phones in jails.
