The Ghaziabad Municipal Corporation has announced the implementation of a revised property tax structure, which will retrospectively apply from April 1, 2024. The revision is expected to increase the tax liability for approximately 600,000 residential and commercial properties across the city.

Legal Backing and Notification Issued

According to municipal officials, the state government has empowered the municipal commissioner to revise the rental values, which serve as the basis for calculating property tax. The move is supported by Section 174 of the Uttar Pradesh Municipal Corporation Act, 1959, and the UP Municipal Corporation (Property Taxes) Rules, 2000.

“We issued a notification for the revised structure on January 9, 2024. From April 1 onward, all new properties have been taxed under this structure,” said Vikramaditya Malik, Municipal Commissioner. He added that while the corporation board rejected the proposal in October 2024, the state government clarified that the municipal body was within its rights to enforce the revised system, and due procedure was duly followed.

Scope of the Revision

The new tax regime will apply to approximately 120,000 newly constructed properties and 480,000 existing ones, making up a significant portion of the city’s real estate base.

Gradual Transition for Existing Properties

Municipal officials noted that property tax revisions occur every four years. As a result, all existing properties will gradually transition to the new rates by 2028, following their individual revision cycles.

Immediate Applicability in Certain Cases

“While newly constructed properties are already being taxed under the new rates, existing ones will move to the revised structure during their scheduled reassessment year,” Malik explained. “However, if we discover during inspection that a property has been under-assessed or if structural modifications have been made, the revised tax will be applied immediately.”

The municipal corporation is expected to begin issuing revised tax bills in the coming weeks. Property owners are advised to review their bills carefully and ensure compliance to avoid penalties.
