How CM Yogi Adityanath is Turning Uttar Pradesh into India’s Next EV Manufacturing Hub

In a major policy shift, the government has revised its EV subsidy scheme to offer incentives only for EVs manufactured within Uttar Pradesh. The revised policy will take effect from October 14, 2025, and will remain valid until October 13, 2027.

The Uttar Pradesh government, under the leadership of Chief Minister Yogi Adityanath, is taking a decisive step toward making the state a leading electric vehicle (EV) manufacturing hub in the country. In a major policy shift, the government has revised its EV subsidy scheme to offer incentives only for EVs manufactured within Uttar Pradesh. The revised policy will take effect from October 14, 2025, and will remain valid until October 13, 2027.

This strategic move aims to promote local manufacturing, attract domestic and global EV companies, and create large-scale employment opportunities in the state. Officials believe the decision will strengthen the EV ecosystem under the ‘Make in India’ and ‘Atmanirbhar Bharat’ initiatives, while also ensuring sustainable economic growth through green technology.

Key Changes in the Policy

As per the new rules, only EVs manufactured, assembled, and sold in Uttar Pradesh will be eligible for financial incentives, including purchase subsidies, road tax exemptions, and registration fee waivers. Buyers opting for vehicles made outside the state will no longer qualify for these benefits.

From October 14, a 100% rebate on road tax and registration fees will be granted exclusively to EVs produced within Uttar Pradesh. Buyers will need to apply for the subsidy through the official EV Subsidy Portal, and all applications will be verified by the Regional Transport Office (RTO) concerned.

Boost to Local Industry

The Yogi government’s decision is expected to attract major EV players to set up factories and assembly lines in UP, especially in emerging industrial hubs like Noida, Lucknow, Kanpur, and Greater Noida. The policy is designed to strengthen the state’s industrial base, ensuring that both urban and rural areas benefit from the growth in EV manufacturing and supply chains.

A senior official from the Department of Heavy Industries stated that this step will not only boost investments but also help Uttar Pradesh reduce dependency on imports while positioning itself as a self-reliant hub for green mobility solutions.

Part of a Larger Vision

Chief Minister Yogi Adityanath has consistently emphasized the need to transform Uttar Pradesh into an industrial powerhouse. His administration launched the state’s EV policy on October 14, 2022, aiming to make green mobility accessible and affordable. Under the earlier framework, buyers enjoyed exemptions on road tax and registration fees for three years, along with substantial subsidies—ranging from ₹5,000 for two-wheelers to ₹20 lakh for electric buses.

To date, over 17,600 EV owners have received financial benefits under this scheme, while more than 38,000 applications remain under review.

Encouraging Sustainable Growth

The new EV policy aligns with Uttar Pradesh’s long-term environmental goals, reducing carbon emissions and promoting clean transportation. The government expects this move to not only accelerate EV adoption but also lay the groundwork for a circular green economy—creating a balance between environmental protection and industrial development.

CM Yogi Adityanath’s push for EV manufacturing represents a bold step toward sustainable industrialization, signaling Uttar Pradesh’s readiness to lead India’s electric mobility revolution in the coming decade.
