UP News: Liquor Price Hike From April 1! First State To Issue Standalone Three-Year Excise Export Policy, Here’s What It Means

UP News: Under the new policy, standalone Indian Made Foreign Liquor (IMFL) and beer shops would be discontinued. Moreover, no canteen would be allowed to operate in composite shops. IMFL and desi liquor would not be allowed to be sold from the same shop.

UP News: The new excise policy of Uttar Pradesh has been approved by the State Cabinet. Starting April 1, local liquor prices in the state would be increased by approximately Rs. 5 per bottle. On the other hand, the prices of foreign liquor would be increased by Rs. 10 to Rs. 30 per bottle. The rates for miniature and half-quarter bottles have also been increased.

UP News-Changes In Allocation, Shop Quota And License Fees

Under India’s first standalone three-year Excise Export Policy (2026-29), the state of Uttar Pradesh would reduce the quota for local liquor shops in urban areas in the state. The state would allot retail liquor shops via an e-lottery system. The state would see an increase of 7.5 percent in the context of license fee for retail foreign liquor shops. A 7.5 percent hike would also be applied to beer licenses in the state.

The state would grant separate licenses for the sale of low-alcohol beverages like wine, ready-to-drink products and beer in the context of off-premise consumption in cities like Lucknow, Noida, Ghaziabad, Varanasi, Agra and Prayagraj.

Under the new policy, standalone Indian Made Foreign Liquor (IMFL) and beer shops would be discontinued. Moreover, no canteen would be allowed to operate in composite shops. IMFL and desi liquor would not be allowed to be sold from the same shop.

Going forward, Molasses-based country liquor would be made available in 36 percent and 25 percent strengths in 200 ml tetra packs while grain-based UMPL would be allowed at 42.8 percent (200 ml and 100 ml) and 28 percent (200 ml).

New Excise Framework

Under the new excise framework, liquor and other excise products that are manufactured in the state could now be exported to other countries. Effective April 1, the new excise policy of Uttar Pradesh has seen the introduction of several pricing and structural changes that are aimed at streamlining licensing, boosting revenue and expanding market opportunities.
