UP News: Uttar Pradesh to Introduce Digital System for Property Valuation and Stamp Duty Calculation

The Uttar Pradesh government is developing a digital platform that will allow citizens to automatically calculate the value of their property and the stamp duty payable based on the circle rates applicable in their area. This move aims to bring transparency and standardisation to property transactions across the state.

According to Ashish Kumar, Additional Inspector-General (Stamps and Registration), the initiative is being implemented on two fronts. Firstly, a system is being created for people to auto-calculate property value and stamp duty according to district or locality circle rates. Secondly, the state is standardising circle rates as directed by Chief Minister Yogi Adityanath, to eliminate discrepancies and ensure uniformity.

“The auto calculation system is currently under trial and is yet to produce fully accurate results,” said Kumar. Officials highlighted that standardising rates would address inconsistencies that have often been criticised for hampering investment and preventing landowners, including farmers, from receiving fair property value.

Currently, circle rates—the government-notified minimum prices for property registration—often vary widely between neighbouring areas. For example, land on the Lucknow side of the Lucknow–Barabanki border may have significantly higher circle rates than similar land just across the border in Barabanki. Even within cities, rates can differ sharply based on plot location, with corner plots generally attracting higher rates.

This digital initiative is expected to simplify the property registration process, reduce disputes over property valuation, and make stamp duty calculation more transparent for all citizens of Uttar Pradesh.
