UP Govt Launches ‘Rozgar Mission’: Youth to Get Jobs in Private Sector & Abroad

The UttarPradesh government, led by Yogi Adityanath, has announced the launch of an unprecedented employment initiative, which will be called the 'UP Rozgar Mission.' The goal of the mission is to offer vast employment opportunities for the youth of the state in Jobs in private sector companies and overseas employment. 

Rahul Prakash, special secretary of the UP employment department, told reporters on Friday that the UP Rozgar Mission will soon be taking applications, as they will be looking for what they are defining as one lakh job opportunities per year for youth in the local private sector

Randomly selected (25-30,000) overseas job placements will be facilitated by the UP government through government agencies, as opposed to what has historically been done, where UP youth were sent overseas through private licensed agents. Once the UP Rozgar Mission gets started, the UP government official recruitment agents will be the agency and will no longer rely on private agents as intermediaries for potential job seekers.

What the UP Rozgar Mission will set out to do:

The government will facilitate the employment of youth abroad, as it will be required to be designated as a recruiting agent instead of relying solely on unlicensed agents. Overseas placements had previously been done only through private licensed recruiting agents. 

Strategic Policy Framework

In achieving the objectives of the Rozgar Mission, the government will do the following:

Identify job demand (what sector and countries)

develop key partnerships with leading Indian and foreign companies for the purposes of recruitment.

run skill training and soft skills workshops,

run language training and interview preparation workshops, and pre-departure orientation,

How Will It Be Set Up

The Rozgar Mission will be set up as a registered society under the Society Registration Act of 1860, with support from five (rural-urban) business-behavioral economists and social policy resource staff.

Key Entities:

  • Governing Council – Chaired by the Chief Minister

  • State Steering Committee

  • State Executive Committee

  • State Program Management Unit (SPMU)

  • District Executive Committees in all 75 districts

Women's Empowerment in Employment in Factories

In parallel, the government has also announced a reform aimed at increasing women's employment in the industrial sectors. Amendments were made to the UP Factory Rules, 1950 (Rule 109), to allow women to work in an extended list of hazardous industries (29) compared to current provisions (12). There are also specific sectors (namely electronics and pharmaceuticals) where women were completely restricted.

Currently, across UP, only 1% of factories (excluding Noida) employ women. With these reforms and the requirement of mandatory safety precautions, women's participation in the workforce will likely prosper.

Economic and Social Impact

As stated by the Finance Minister Suresh Khanna, the mission will not only address unemployment but will also foster the state's ambition to reach a trillion-dollar economy. And with a focus on inclusive growth, the mission is expected to alter Uttar Pradesh's employment landscape.
