New Toshakhana policy: Gifts exceeding $300 in value to become state property

According to Pakistan’s media, the new Toshakhana policy prohibits its presidents, prime ministers, cabinet members, judges, civil and military officers from buying gifts that cost more than $300.

In light of the infamous case involving former Prime Minister Imran Khan, who has been accused of selling gifts he received as the nation’s leader for significant profits, the new “Toshakhana Procedure for the Acceptance and Disposal of Gifts, 2023” is a new set of regulations for ministries and divisions to follow.

The new regulation prohibits giving high-ranking officials, including the president, prime minister, and cabinet members, presents such cars, watches, and jewellery costing thousands of dollars or more.

“Gift(s) valuing upto $300 shall be allowed to be retained by the recipient after due payments as per its assessed market value,” the memo said. “The gift(s) exceeding this monetory (sic) limit shall straightaway become state/Toshakhana property to be deposited and disposed of according to Toshakhana Procedure.”

Employees in levels 1 through 4 will be permitted to accept financial presents from foreign dignitaries, it was noted.

Government employees are also not permitted to accept presents for their spouses or other family members under the new rule.

The Toshakhana records were declassified by the Pakistani government on Sunday, and the 466 pages of data from 2002 to 2023 were uploaded to the Cabinet Division’s website. The names of leaders who received gifts from the Toshakhana, including former presidents, prime ministers, ministers, and government officials, are listed on the data.

Pervez Musharraf, Shaukat Aziz, Yousaf Raza Gillani, Nawaz Sharif, Imran Khan, Arif Alvi, and Shehbaz Sharif are just a few of the names that were included in the well publicised Toshakhan records.
