Effective January 28, 2024, the new guidelines cover impact fees, development permit fees, building permit fees, and inspection fees. Ghaziabad Development Authority (GDA) officials shared these updates, aiming to streamline real estate projects across the state. Here’s what you need to know.
What Are the Newly Standardised Rules for Ghaziabad?
The newly framed Uttar Pradesh Urban Planning and Development Rules of 2024 aim to establish clear guidelines for assessing, levying and collecting fees related to building permits. Previously, there were no fixed standards for these fees, leading to confusion among developers. However, the introduction of these standardised rules is expected to streamline the process and reduce discrepancies.
According to the rules, the impact fee applies when a higher land-use activity, such as commercial or industrial use, is planned over a site originally designated for lower land-use, like residential purposes. The rules set coefficients for different land usages, which will be used to calculate the impact fee. The calculation will consider factors such as plot area, circle rate and the coefficient for the specific land activity.
Standardised Development and Building Permit Fees
Alongside the impact fee, the new rules also standardise the development permit fee and building permit fee. These fees will now be determined based on the size of the land area and a per-square-meter rate for different land uses. The inspection fee will also follow a similar structure, ensuring consistency in the charges.
According to a former Ghaziabad Development Authority (GDA) official, these fees were previously charged but without a proper framework, leading to confusion. With the introduction of the new rules, developers can now expect uniformity in the fee structure across all development authorities in Uttar Pradesh.
