Arvind Kejriwal has directed the DDCD vice-chairman Jasmine Shah for discharging his duties

Chief Minister Arvind Kejriwal has directed the Planning Department to withdraw the order banning Delhi Dialogue and Development Commission (DDCD) vice-chairman Jasmine Shah from discharging his duties. Sources say that Lt Governor VK Saxena had last month asked commission chairman Arvind Kejriwal to remove Jasmine Shah from the post of vice-chairman. The office of the vice-president was also sealed, barring him from discharging his duties.

The facilities provided to him under an order of the LG were also withdrawn. An order issued by the Chief Minister/Chairman of the Commission states that it is necessary to place on record the fact that the Lieutenant Governor has neither legal authority nor jurisdiction to take cognizance of the complaint relating to the matter. Following the September 13 complaint, other restrictions were imposed, including the sealing of Shah’s office.

Action was initiated in this matter on the complaint given by MP Pravesh Verma against Jasmine Shah. The minister’s privileges and perks were also questioned, accusing him of acting as the spokesperson of the ruling party while holding the post of DDCD vice-chairman. The planning department, in an order on November 17 on the LG’s direction, had also sealed Shah’s office, barring him from acting as chairman of the DDCD.

In the order from the Chief Minister, it has been said that DDCD has been formed under the notification of April 29, 2016. It has been clarified that there is a provision to appoint the Vice-Chairman of DDCD under the decision of the cabinet. The existing Vice-Chairman can be removed only with the approval of the Chairman of the Commission. In deference to the high constitutional office of the Lieutenant Governor, the Chief Minister, on a complaint in the matter, moved the November 17 order to examine whether the Vice-Chairman of DDCD had committed any violation. After looking into all the aspects, no violation was found on the part of DDCD.
