Discussions surrounding the proposed 8th Pay Commission have intensified after a major employee association suggested a new salary revision formula that could significantly increase salaries for Central Government employees across different pay levels.
The proposal was submitted by the Indian Railway Technical Supervisors’ Association (IRTSA) during consultations related to the upcoming pay commission recommendations.

Unlike previous pay commissions that largely used a common fitment factor structure, the association has proposed separate fitment factors for different employee categories.
According to the proposal:
- Pay Levels 1 to 5: Fitment factor of 2.92
- Pay Levels 6 to 8: Fitment factor of 3.50
- Pay Levels 9 to 12: Fitment factor of 3.80
- Pay Levels 13 to 16: Fitment factor of 4.09
- Pay Levels 17 to 18: Fitment factor of 4.38
Potential Impact on Salaries
If implemented, the proposed structure could result in major increases in revised basic salaries for employees at different levels.
Under the suggested formula:
- A basic pay of ₹45,000 in Levels 6–8 could rise to around ₹1.57 lakh.
- A senior employee with a basic pay of ₹2.5 lakh in Levels 17–18 could see revised pay rise to nearly ₹10.95 lakh.
The proposal has generated widespread discussion among government employees, pensioners, and administrative departments.

The 8th Pay Commission consultations are expected to cover salaries, pensions, allowances, and service-related benefits for lakhs of Central Government employees and retirees.
