At a multilateral meeting on Afghanistan on Wednesday in Moscow, India’s National Security Advisor (NSA), Ajit Doval, stressed the importance of increased intelligence and security collaboration to combat Daesh, Lashkar-e-Taiba (LeT), and Jaish-e-Mohammed (JeM). Senior security officials from the regional countries gathered for their fifth multilateral meeting, during which the security environment in Afghanistan as well as humanitarian issues were discussed. According to the people, Doval made it plain that India “will never abandon the Afghan people in their time of need”,

Furthermore Doval noted that dealing with Daesh or the Islamic State, LeT, and JeM required “intensified intelligence and security collaboration” between states and their agencies. Terrorism has grown to be a significant danger in the region. The Indian side reiterated the significance of UN Security Council Resolution 2593 of 2021, which calls for denying refuge in the area to terror organisations, especially those that have been sanctioned by UN Security Council Resolution 1267. This resolution has designated the LeT, JeM, and Daesh.
Thousands of LeT, JeM, and Daesh fighters are reportedly present in Afghanistan, according to several UN reports. The Hazara Shia minority has been the target of a series of blatant attacks by Daesh, which has also targeted the Russian and Pakistani embassies in Kabul.
No country should be allowed to use Afghan territory to “export terrorism and radicalization”
Doval, perhaps referring to Pakistan, stated unequivocally that no nation should be let to “export terrorism and radicalization” from Afghanistan. Doval is believed to have urged the gathering that the natural resources of Afghanistan should be exploited first for the welfare of the Afghan people in light of China signing agreements with the Taliban regime to exploit mineral resources.
According to the sources, Doval also urged for an inclusive and representative dispensation in the greater good of Afghan society.
Doval remarked that Afghanistan is going through a trying time and that New Delhi’s top priorities are the Afghan people’s welfare and humanitarian needs. The historical and special relationship that India has with Afghanistan will continue to drive its policy.
The Indian side has sent 40,000 tonnes of wheat, 60 tonnes of pharmaceuticals, 28 tonnes of disaster aid, 500,000 doses of Covid-19 vaccination, and winter clothing, with an emphasis on ensuring food security and providing medical supplies. The “technical team” stationed at India’s embassy in Kabul is in charge of the humanitarian assistance programmes, and in the last two years, 2,260 Afghan students—300 of whom were female—have received new scholarships.
Doval also emphasised that India “is and will remain an important stakeholder in Afghanistan”, and that his country will always support efforts to assist the Afghan people in creating a thriving country.
Top security officials from Russia, Iran, Kazakhstan, Kyrgyzstan, China, Tajikistan, Turkmenistan, and Uzbekistan attended the meeting. India hosted the third such gathering in November 2021, while Tajikistan hosted the fourth in May 2022.
