An Under Secretary of the Union Ministry of Health and Family Welfare had been arrested by the CBI on suspicion of soliciting a payment of Rs. 1.5 lakh in exchange for writing a Statement of Need for a medical expert.

The son of the complainant's friend, a doctor who lives in the US, allegedly approached Sonu Kumar, the MoHFW Under Secretary, asking for a Statement of Need.

The Health Ministry typically issues the certificate to Indian doctors to allow them to continue their medical education in the US.

A printout of the certificate that was emailed by the Under Secretary was also attached by the complainant.
