When Chief Minister Bhagwant Mann re-launched the ‘Fast-track Punjab Portal’ on May 29, 2025, it made work significantly easier for investors. This achievement reflects the Punjab government’s strong commitment to timely completion and transparency. Punjab has reduced its old pending cases by over 90%. In February 2025, there were 8,075 applications pending beyond their due date, which has now dropped to only 283—a 96% reduction. Similarly, at the district level, pending cases fell from 833 in February 2025 to just 17 now—a 98% disposal rate. After the re-launch of the Fast-track Punjab Portal, the results have been remarkable. The portal has attracted projects worth $21,700$ crore, marking a 167% increase compared to 2024 and a 110% increase compared to 2023. The number of project applications has also risen to 950, showing a 76% annual growth. In the last four months, 17,006 service applications (87%) and 4,884 license applications (81%) were approved on time. Under the Punjab Right to Business Act (RTBA), projects with investments up to $125$ crore now receive swift approval. Projects within approved industrial parks get clearance within 5 days, and projects outside parks within 15-18 days, based solely on self-declaration.

The Fast Track Punjab Portal is an online platform launched by the state government to make the process of establishing a business simple and transparent, i.e., ‘Ease of Doing Business’. The feature of this portal is that any entrepreneur or company can apply for more than 100 industry-related approvals while sitting at home, and all these approvals can be obtained within 45 days. A single-window system has been implemented, eliminating the need to run between different departments. This will save time, reduce corruption, and boost investor confidence. The industries covered include: Manufacturing units (textiles, automobiles, food processing, etc.), Renewable energy (such as solar and biogas plants), Pharmaceuticals and healthcare units, Agro-based industries, Startups and MSMEs, Hotel-hospitality projects, IT and electronics parks, logistics and warehousing sectors, etc. This portal is designed for projects with an investment of more than five crore rupees. Such projects that will create large-scale employment in the state or are bringing cutting-edge technology will benefit from fast processing on this portal.

This reform is not just for big players like Tata Steel or Adani. Its biggest benefit has also gone to our district-level Micro, Small, and Medium Enterprises (MSMEs). Previously, where a small industry had to obtain 15-20 types of certificates and permissions, the number of required documents has now been reduced to only 5-6. For setting up an industry in an industrial park, in-principle approval is granted in just 5 days. Imagine, what used to take months, now takes 5 days! This is no less than a boon for that small artisan who wants to start his work quickly. This magic of efficiency is not just visible on paper, but also in the smiles of the youth on the ground. When our district’s Collectors (Deputy Commissioners) and other officials work quickly and honestly, the trust of Punjab’s youth in the system returns. They feel that now hard work matters, not connections.

Previously, only cities like Ludhiana or Mohali attracted investment. Now, due to the Mann government’s policy of uniform development, a wave of industrial development is running at every district level. These district-level reforms don’t just improve the Ease of Doing Business (EoDB) rankings; they ignite hope in the heart of every Punjabi. This is a strong step taken towards creating a ‘Rangla Punjab,’ where everyone can advance on their own merit. Our Punjab is changing, and the pivot of this change has become the office of every district! Punjab’s success is setting a new example in simplifying government work and investment. Chhath Puja: On Thursday, Prime Minister Narendra Modi severely criticised the Congress-RJD alliance for allegedly belittling Chhathi Maiya Ki Puja, which is one of Bihar’s most revered festivals, and called the comments “an insult to the faith of crores of people.” He further stated that the people of Bihar will not forgive those who insult the rituals through which the identity of Bihar is expressed. “The opposition is using religion to politicize this festival,” he said.

Kyunki Saas Bhi Kabhi Bahu Thi 2 stayed right behind with an impressive 2.1 rating as well. Smriti Irani’s iconic reboot impressed viewers, and Sakshi Tanwar’s special appearance created a lot of buzz online.

Following them, Udne Ki Aasha continued its steady run. Kanwar Dhillon and Neha Harsora’s show maintained its third position with a 1.6 TRP, proving that simple and emotional storytelling still connects deeply with viewers.

Yeh Rishta Kya Kehlata Hai stood strong at 1.7 TRP. It slipped slightly but continues to be a fan favourite, securing the fourth position. Meanwhile, Niharika Chouksey and Sharad Kelkar’s Tum Se Tum Tak claimed the fifth spot with 1.6 TRP, staying consistent.

Comedy classic Taarak Mehta Ka Ooltah Chashmah continued its charm with 1.4 TRP, taking the sixth position and proving its evergreen appeal.

Bigg Boss 19 bounced back into the Top 10 this week. With 1.4 TRP, it secured the seventh position. The ongoing drama, including Baseer Ali’s eviction, has definitely helped increase interest and discussions around the show.

Vasudha, the Hindi remake of Marathi series Paru, held the eighth spot with 1.4 TRP. Ganga Maai Ki Betiyaan also maintained its momentum with 1.4 TRP, rising to the ninth position.

Haryana’s ‘Lado Lakshmi Yojana’ Sees Low Response as Fears and Misconceptions Prevail

Just days before the launch of Haryana’s Lado Lakshmi Yojana on November 1, the state government is facing an unexpected challenge — only 6.5 lakh women have applied so far, despite the expectation of over 20 lakh eligible beneficiaries.

Officials attribute the low registration numbers to widespread misconceptions and lack of awareness among women about the scheme’s benefits and eligibility criteria. The initiative is being jointly managed by the Department of Social Welfare, Panchayati Raj, and Kreed Department, all working to streamline the process.

Fear of Losing Ration Card Benefits

During a meeting with Chief Minister Nayab Saini on Wednesday, officials informed that many women are hesitant to register due to fears that their pink and yellow ration cards might be cancelled.

  • Families earning ₹25,000 to ₹50,000 annually fall under the Antyodaya (pink card) category and receive 35 kg of wheat per month from the government.
  • Those with ₹50,000 to ₹1.8 lakh annual income hold yellow BPL cards, while green APL cards are issued to families earning above ₹1.8 lakh annually.

Officials say that beneficiaries of the pink and yellow card categories fear losing multiple welfare benefits if their income is recalculated after receiving funds under the new scheme.

Portal Launched in September, Limited Applications So Far

The Haryana government launched the Deendayal Lado Lakshmi Yojana portal on September 25, projecting that over 20 lakh women would qualify. However, by October 25, only 6.2 lakh women had applied, despite special registration camps organized across districts.

The government aims to start direct benefit transfers into women’s accounts beginning November 1, but the sluggish registration rate has prompted concern at the administrative level.

Fear of Losing Antyodaya Status

Many women worry that once they start receiving ₹2,100 per month under the scheme, their annual family income could appear to increase by ₹25,000, potentially disqualifying them from Antyodaya lists.

According to government data, there are 19.62 lakh women aged 23 to 60 years in Haryana with an annual income of around ₹1 lakh. Yet, as of October 25, only a fraction — 6.20 lakh — have enrolled.

The government is now considering tweaks in the scheme’s rules to ensure broader participation while preventing women from losing other welfare benefits.

Metro Services to Start Early from October 30 to November 3

In an update shared on X (formerly Twitter), DMRC stated that from October 30 to November 3, 2025, metro services will begin earlier than usual. During this period, trains from New Delhi Metro Station (Yellow Line) and Anand Vihar ISBT Metro Station (Blue and Pink Lines) will commence operations at 5:15 a.m.

According to DMRC, this move aims to facilitate passengers returning to the city by train after the festival. The early start will ensure smooth and quick connectivity from major railway stations to different parts of Delhi.

Facilities at Interchange Stations

DMRC confirmed that all major interchange stations will have essential facilities available to make passenger movement hassle-free and comfortable during the increased footfall period.

Delhi Metro to Add Extra Trips to Tackle Pollution

In a separate initiative to curb rising air pollution, DMRC will operate 40 additional metro trips on working days. An official said that this step is aimed at encouraging people to opt for public transport over private vehicles, thereby reducing vehicular emissions in the city.

Review of Dust Control Measures by DMRC MD

DMRC Managing Director Dr. Vikas Kumar recently inspected construction sites along the Krishna Park Extension–RK Ashram corridor in North Delhi’s Ashok Vihar and Derawal Nagar areas. The visit focused on reviewing dust mitigation efforts and ensuring compliance with environmental norms.

Dr. Kumar stated that if the third stage of the Graded Response Action Plan (GRAP) is implemented, the number of extra trips could be increased from 40 to 60.

DMRC also emphasized that it is carrying out regular water sprinkling at construction and demolition sites and ensuring safe disposal of waste materials to minimize dust and pollution levels across the capital.
