Delhi: The power subsidy provided by the Kejriwal administration for citizens of the national capital is the topic of this latest face-to-face between the AAP-led Delhi government and LG V K Saxena. According to a source, the Delhi government has once again accused the LG of issuing the decision regarding the Electricity subsidy in violation of the Supreme Court's orders and the Constitution.
AAP Urges LG to Stop Acting as BJP Political Nominee
The elected government should be allowed to carry out its duties, the AAP has urged the LG to cease acting like a BJP political nominee. The LG has not been given any decision-making authority over transferred topics, including energy, according to a ruling from the Supreme Court's Constitution Bench, according to a statement from the AAP.
LG Has No Decision-Making Authority Over Transferred Topics
After asking Chief Secretary Naresh Kumar to instruct the electricity department to provide the DERC advise on the restriction of power subsidy to the council of ministers and take a decision within 15 days, Delhi LG V K Saxena called for this. Importantly, the Arvind Kejriwal-led AAP administration told state government employees in February to stop receiving direct commands from the Delhi Lieutenant Governor (LG).

Transferred Subjects are Within GNCTD's Executive Responsibility
According to the then-Deputy CM Manish Sisodia, the government has issued warnings that any such orders received directly from the LG are a violation of the Constitution and Supreme Court orders, and that the implementation of orders in violation of SC orders and the Constitution will be taken seriously. The statement continued, "According to decisions made by the Supreme Court Constitution Bench on July 4, 2018, the Government of National Capital Territory of Delhi (GNCTD) has sole executive authority over all subjects with the exception of three: land, police, and public order. The term "reserved" subjects is used to describe these. "Transferred" issues are those over which GNCTD has executive responsibility."
