Performance Grade Index Report 2021-22: According to the Performance Grade Index (PGI) report for the years 2021–22 released on Friday by the Union Ministry of Education, Chandigarh and Punjab have the greatest results in terms of learning outcomes, equity, and infrastructure. Chandigarh and Punjab have been ranked sixth on the index. States and UTs are rated by the PGI in ten categories. No state or UT was able to place in the top five. Punjab and Chandigarh are at the “Prachesta -2” level, where a state needs to receive 641 to 700 out of a possible 1,000 points.

PGI Report Places States and UTs in Varying Levels, Reflecting Modified Evaluation Criteria

At the level below them, there are six states and UTs. With scores ranging from 581-640, Gujarat, Kerala, Maharashtra, Delhi, Puducherry, and Tamil Nadu have been assigned to the seventh level, Prachesta-3. With scores ranging from 401 to 460 (Akanshi-3), Arunachal Pradesh, Meghalaya, and Mizoram are included at the bottom of the list. Kerala, Punjab, Maharashtra, Gujarat, Rajasthan, and Andhra Pradesh were the top-performing states in 2017, scoring between 901 and 950 points out of a possible 1,000. The decrease in ratings was attributed by the government to a modification of the evaluation criteria. This year, the ministry reweighed the current criterion and added a new one in response to criticism that the PGI assessment was “heavily tilted towards indicators related to governance processes rather than the quality indicator.”

Focus on Learning Outcomes, Infrastructure, and Equity Indicators

Therefore, the ministry has given the “Learning Outcomes and Quality” indication 240 points, up from 180 last year, and the “Infrastructure” indicator 190 points, up from 150 last year. From 230 to 260 points, the equity criterion now receives more weight. The government has decreased the weight placed on governance procedures from 360 to 130 points in order to account for the three indicators’ growing prominence. This year also saw the introduction of a new metric, teacher training, which carries a 100-point weighting. “The new PGI structure covers 73 indicators, with more focus on qualitative assessment, including digital initiatives and teacher education. The grades/levels obtained by States/UTs in the previous edition of the PGIs are thus not comparable to the grades/levels obtained in this new edition,” the ministry said on Friday. “The maximum and minimum scores obtained by the States/UTs in 2021-22 are 659.01 and 420.64, respectively,” the ministry added.
