During the Cabinet meeting held on October 31, the government approved amendments to the service rules governing Revenue Patwaris and Kanungos, paving the way for the restoration of their district-level cadre.

District Collectors will serve as the appointing authorities

Under the revised framework, District Collectors will serve as the appointing authorities for Patwaris and Kanungos at the district level. Their seniority lists will also be maintained by the respective District Collectors. The move is intended to address administrative complications arising from the earlier state-wide seniority arrangement.

In another major decision, the Cabinet approved the establishment of a new grain market at Lehragaga in Sangrur district. For this purpose, 217 kanals and 14 marlas of government land in Khandebad village will be transferred to the Punjab Mandi Board at a total consideration of ₹4.08 crore.

The proposed grain market is expected to improve agricultural marketing infrastructure and provide greater convenience to farmers and other people in the region.

The Cabinet also approved three sets of labour-related rules under the central labour codes. These include the Code on Wages (Punjab) Rules, 2026, the Punjab Occupational Safety, Health and Working Conditions Rules, 2026, and the Punjab Social Security Rules, 2026. The approvals will establish the state-level regulatory framework for implementing these provisions.

Another important decision concerns the establishment of a wet waste-based Compressed Biogas (CBG) project for the Mohali cluster. The project has been awarded to HPCL Renewable and Green Energy Limited and will come up at Village Samgauli in Dera Bassi.
