The recognition marks a significant national endorsement of the state’s overhaul of its mining sector under Chief Minister Bhagwant Mann.
₹200 Crore Reward From the Centre
Mining and Geology Minister Barinder Kumar Goyal announced that the achievement has translated into a direct financial benefit for the state, with the Union Government crediting a ₹200 crore reward to Punjab‘s exchequer in recognition of its performance on the index.

The Reforms Behind the Ranking
The ranking follows a series of changes the Mann government has made to the Punjab Minor Mineral Policy over the past year, including new mining categories, modernised online auction mechanisms, price-based bidding, advance royalty payments, and extended lease periods. Officials say the reforms were designed to curb illegal mining, increase transparency, boost state revenue, and end monopolistic control over mining sites. Responsibility for securing environmental clearances was also shifted to bidders, a move aimed at speeding up project implementation.
Bigger Revenue Potential Ahead
Goyal added that beyond the immediate reward, the state’s mining reforms — combined with upcoming potash exploration — hold the potential to generate more than ₹20,000 crore in revenue for Punjab in the coming years, a figure officials have cited as central to the state’s long-term financial roadmap.

Bhagwant Mann: The mining sector has long been a politically sensitive issue in Punjab, with opposition leaders in the past accusing successive governments, including Mann’s, of failing to curb illegal extraction and rising sand prices.
